WhatsApp Business API Pricing 2026: Per-Message Fees in Turkey and the Real Monthly Cost
WhatsApp Business API cost has two layers: Meta's per-message fee and the provider's fee. Current Turkey per-message rates, the 1 October 2026 change, and a worked example for 750 messages.
WhatsApp Business API Pricing 2026
There is no single answer to "how much does the WhatsApp Business API cost?" The cost has two layers, and most providers only show you one:
- 1.Meta's fee: per message sent, paid directly to Meta.
- 2.The provider's fee: the monthly or per-message charge for the software that lets you use the API.
Layer 1: Meta charges per message
Since 1 July 2025 Meta has priced the WhatsApp Business Platform per message. The fee depends on two things: the message category and the recipient's country.
Categories:
- ▸Marketing: promotions, campaigns, and a first contact with someone who has not written to you.
- ▸Utility: transactional notices such as orders, appointments and deliveries.
- ▸Authentication: one-time passcodes.
- ▸Service: free-text replies within 24 hours of the customer writing to you.
Current rates for Turkey
Turkey rates as read from Meta's official pricing tool in September 2026:
| Category | Per message (USD) |
|---|---|
| Marketing | $0.0109 |
| Service (replies within the 24-hour window) | ~$0.0009 from 1 October 2026 |
Meta can change these rates; check Meta's own pricing page before you decide.
What changed on 1 October 2026?
Until 1 October 2026, replies sent within 24 hours of a customer's message were free. From that date they are charged as well. The window did not close: you can still reply with free text within 24 hours; only the "free" part changed. In Turkey the per-message service fee is small, so the effect on the monthly bill is minor.
One exception: for conversations started from the "Send WhatsApp message" button in a Facebook or Instagram ad, Meta grants a 72-hour free window.
Worked example: first message to 750 businesses a month
Say you send a first message to 750 new businesses a month and an AI assistant answers the replies:
| Item | Calculation | Monthly |
|---|---|---|
| Marketing (first contact) | 750 × $0.0109 | ~$8.18 |
| Service (replies) | ~980 messages × ~$0.0009 | ~$0.88 |
| Meta total | ~$9.06 |
So at this volume in Turkey, Meta's bill stays under $10 a month. It is usually the provider layer, not Meta, that is expensive.
Layer 2: how provider fees are structured
Providers typically use one or more of these models:
- ▸Flat monthly fee: software, dashboard, support.
- ▸Per-message margin: a markup on top of Meta's fee. You see a single "message fee" line and cannot separate what went to Meta from what the provider kept.
- ▸Setup fees and per-number / per-user fees.
When you get a quote, ask three questions:
- 1.Do you collect Meta's fee, or does Meta charge my card directly?
- 2.Do you add a margin on top of Meta's per-message fee?
- 3.Are there separate setup, per-number or per-user fees?
Cost with paplead
paplead has two cost items, both stated up front:
- ▸paplead, $89/month: software, AI assistant, Google Maps discovery, dashboard and support. Includes first-contact messages to 750 new businesses a month.
- ▸Meta message fees, typically about $10/month in Turkey: paid directly to Meta, with no markup from us. It can be a little higher if your own customers message you a lot.
Why two cards? On the official platform the WhatsApp Business account belongs to you, so Meta bills you directly. Even if you cancel paplead, your account and your number stay with you.
